The health crisis caused by the Covid 19 pandemic has transformed the entire world economic order, since the measures that countries have had to adopt to prevent the spread of the virus have generated an unprecedented impact, not only in the social and personal sphere, but also in economic relations, undermining the productive activity of regions such as the Autonomous Community of the Canary Islands. Sectors such as tourism and commerce, of transcendent relevance for the Canary Islands economy, have been seriously affected.

The European Council, on July 21, 2020, approved a package of measures aimed at rebuilding the economy of its member countries, focusing on the launch of a European recovery instrument ("Next Generation EU") worth €750 billion in constant 2018 prices together with a reinforcement of the multiannual financial framework (MFF) for 2021-2027, through the MRRM and REACTEU instruments, among others.

On the one hand, there is the Recovery and Resilience Mechanism (RRM), which constitutes the core of the Recovery Fund, is endowed with 672.5 billion euros, of which 360 billion euros will be earmarked for loans and 312.5 billion euros will be constituted as non-refundable transfers. This instrument has four main objectives: to promote the economic, social and territorial cohesion of the European Union; to strengthen the resilience and adjustment capacity of the Member States; to mitigate the social and economic impact of the COVID-19 crisis; and to support the ecological and digital transitions. To receive financial support under the MRRF, EU Member States must prepare National Recovery and Resilience Plans setting out the investment and reform agenda for the years 2021-23.

On the other hand, the Recovery Assistance Fund for European Cohesion and Territories (REACT-EU), with 47.5 billion euros, which operate as structural funds, but with greater flexibility and agility in their execution, are aimed at the ecological, digital and resilient recovery of the economy. Of these funds Spain will receive just over €12 billion for execution in the period 2021-22. 70% of the non-refundable transfers granted by the MRR will have to be committed by the European Commission in 2021 and 2022. The remaining 30% will be fully committed by the end of 2023 and can be implemented until 2026. REACT-EU resources must be implemented by December 31, 2023.

In view of this scenario, the public administration of the Autonomous Community of the Canary Islands understood that it was necessary to adopt urgent measures to manage the "Next Generation EU" funds effectively and efficiently. These measures involve reinforcing the obligation to plan investments strategically, establishing a governance model, streamlining the management of the funds with measures to simplify and make procedures more flexible, as well as ensuring adequate planning and professionalization of the human resources responsible for managing the funds.

Anti-fraud measures

The Public Administration of the Autonomous Community of the Canary Islands participates in the measures of the Recovery, Transformation and Resilience Plan (PRTR), of the Government of Spain, and has an "Anti-Fraud Measures Plan" approved on February 3, 2022 by the Government of the Canary Islands to guarantee and declare that, in its respective area of action, the funds allocated have been used in accordance with the applicable rules, in particular, with regard to the prevention, detection and correction of fraud, corruption and conflicts of interest.

The SCS Management has expressed its commitment to the highest standards in compliance with legal, ethical and moral norms and its adherence to the strictest principles of integrity, objectivity, honesty, transparency and impartiality so that its activity is perceived by all agents related to it as being opposed to fraud and corruption in any form. This commitment was disseminated through a statement by the SCS Management on the institutional website, for the information of SCS personnel and the public.

Strategic Planning Tool

Pursuant to the provisions of Article 9 of Law 4/2021, of August 2, for the administrative streamlining and the planning, management and control of the funds from the European Recovery Instrument called "Next Generation EU", within the scope of the Autonomous Community of the Canary Islands, the Planning and Governance Commission of the "Next Generation EU" Funds approved the Strategic Planning Instrument (IPE) of the Canary Islands Health Service at a meeting held on October 8, 2021.

Provisional Administrative Units

For the management and execution of the Next Generation EU funds, in the scope of the Canary Islands Health Service, Provisional Administrative Units (UAP's) have been created, in accordance with the provisions of Article 13 of Law 4/2021, of August 2, having approved their constitution and structure by the joint Order of the Ministries of Public Administrations, Justice and Security and Finance, Budgets and European Affairs, of December 23, 2021 (BOC Nº 268. Thursday December 30, 2021) and being the ones listed below:

  • Subdirectorate of General Affairs Management.
  • Subdirectorate of Management of Economic Administrative Coordination.
  • Subdirectorate of Contracting Management.
  • Subdirectorate of Innovation Management and Digital Health.
  • Subdirectorate of European Project Management.
  • Subdirectorate of Sustainability Management and Ecological Transition.

European Regional Development Fund - REACT-UE
Funded as part of the UE response
to the COVID-19 pandemic.

 

The actions co-financed by the European Regional Development Fund, through the Operational Program ERDF Canary Islands 2014-2020, with REACT-EU resources, are framed in the Priority Axis 20, which is aimed at "Favoring the repair of the crisis in the context of the COVID-19 pandemic and its social consequences and preparing a green,digital and resilient recovery of the economy", affecting the Canary Health Service the following specific objectives:

  • Specific objetive 20.1.1

Products and services for health services related to investment in equipment and ICT, I+D+i projects linked to the health field with the aim of responding to COVID-19 and carrying out studies to identify its risks.

Hiring staff. Expenses derived from the hiring of replacement or reinforcement personnel to meet the needs caused as a consequence of the Covid-19 pandemic. This includes all types of health and social-health personnel such as physicians, other specialists, nurses, health technicians, orderlies, auxiliaries, support personnel necessary in response to the outbreak of COVID-19, hired specifically for this purpose and, where appropriate, existing personnel derived from their usual assignment for the exclusive attention of the effects of COVID-19. The expenses declared under this action by the Directorate General of Economic Resources amounted to 111,541,507 euros in 2021 and 2022.

Acquisition of medical supplies to treat the sick, protect health personnel and prevent contagion of the population, such as consumables or goods of a non-inventoriable nature such as PPE, health, pharmaceutical, research and prevention material for the population (masks, gloves, hydroalcoholic gels, etc.), which access hospitals or socio-health centers. The expenses declared during this period by the General Directorate of Economic Resources amounted to €7,759,115.74 in 2021. The Management / Management Departments have submitted a statement of expenses for the years 2021 and 2022 for an amount of 4,415,406.51 euros, files processed through the Dynamic Contracting System.
